What is a National Executive Committee decision?

This article is an 'executive decision' which has been written by the RMT National Executive Committee. The National Executive is the union's governing body in between AGMs. Its decisions set out what the union will do on a particular issue.

These decisions can often be brief, and may be one of several passed over a period of time. To get a better understanding or find out more information about what the RMT is doing, speak to your rep or attend your branch or Regional Council meeting.

RMT Prepare For Possible Industrial Action Over Flash & Dash Detrainments

We note the report from our Regional Organiser and the correspondence from London Underground Ltd. Although the experience of the last two years has proved beyond any doubt that detrainment is only safe and effective when carried out by staff on the platform, the company appears to be preparing to make a fresh attempt to withdraw these staff. It seems again to be attempting to use some technical devices as a pretext to return to the ‘flash and dash’ procedure, which endangers passengers and is held in contempt by our members.

In line with our Regional Organiser’s request, we instruct the General Secretary to obtain legal advice as to whether we can rely on our existing industrial action ballot mandate to call further industrial action on this issue. This advice is to be obtained and placed in front of us within seven days

Further, we instruct the Regional Organiser to convene a meeting with our Trains Health and Safety Council representatives, Bakerloo Line Trains Health and Safety representatives, Stations and Revenue Council Staff-side Secretary, Wembley Central stations group representatives and Special Requirements Team representative(s) to discuss our way forward on this issue.

A report of this meeting is to be placed in front of us.

London Transport Regional Council, branches and the representatives listed above to be advised.
