RMT Executive decisions

Decisions of RMT's Council of Executives, and of RMT's General Grades Committee (the section of the Council of Executives which deals with industrial matters for railway and other non-shipping grades)

Travel Safe Officers On London Overground Balloted For Strike Following Unjust Behaviour of Bosses

That further to our previous decision GWW 20 June 2013 we note the report from our lead officer and are appalled at the unjust treatment of our members by STM management. We note from the Regional Organiser’s report that STM has applied over-the-top sanctions for minor misdemeanour's and has not investigated the facts properly nor have not properly considered the evidence.

London Overground Workers Balloted For Strike As Guards Face Sack

That further to our previous decision GWW 09th july we note the report from our regional officer and the material from London Overground Rail Operations Ltd. We are appalled that this company is proceeding with scrapping Conductor Guards and contrary to the managements own briefings to employees, led by the Managing Director and Human Resources Director, intends to begin dismissals in October 2013 and complete them in February 2014 which is earlier than the dates quoted in their briefings.

RMT Pushes For Museum Job Cuts To Be Wihdrawn

We note the information on file regarding Mayor’s questions and the Early Day Motion on this issue.

We instruct the General Secretary to publish links to these on the union’s website, to email members asking them to encourage their MPs to sign the EDM, and in particular to ask those members of our Parliamentary group who have not yet signed the EDM to do so. We further instruct the General Secretary to ensure that cuts to the LT Museum are highlighted in our campaigning against the 12.5% funding cut to Transport for London.

Tube Bosses Implement New Harassment Procedure With No Mention Of Right To a Rep

We note the report from our Regional Organiser. London Underground has now implemented this procedure, and while it improves on the previous procedure in some respects, it does not include the right to representation for those accused of bullying and/or harassment from the start of the process, despite RMT and all other recognised unions taking the position that it should.

We maintain our position on this and will pursue it through appropriate channels.

London Transport Regional Council and branches to be advised.

Tube Review of Disciplinary and Grievance Procedures

We instruct the lead officer to arrange a meeting with our representatives who attend the Attendance, Performance and Conduct Joint Working Party (ensuring that all functions are involved), to discuss this and other relevant matters. A report of this meeting is to be placed in front of us.

Reports and developments to be placed in front of us.

RMT Insists TfL Pay Rise Must Be Paid To All

We note that RMT did not endorse the two-year pay deal accepted by the other trade unions.

We further note the inadequacies of this deal, in particular the non-payment of the 0.5% above-RPI element of the 2012 rise to some grades, and the condition attached to the 0.5% above-inflation element of the 2013 rise that the unions must accept a new performance related pay policy.

We further note that Transport for London cancelled a planned meeting to discuss the new PRP policy.

Bring CBS Outdoor Back 'In House'

We note the correspondence from London Underground Ltd regarding CBS’s sale of its international outdoor advertising business. We continue to pursue our view that all London Underground work should be brought in-house, and instruct the General Secretary to table this for discussion at the next London Underground Briefing Forum. We further instruct the General Secretary to place this matter back in front of us when the name of the new owner of the CBS Outdoor contract is announced.

London Transport Regional Council and Camden 3 branch to be advised.

Removal Of London Overground Guards Due To Osborne Cuts, Will Result In RMT Action

That we note the latest correspondence on file following the announcement from Transport for London (TfL) to introduce Driver Only Operation (DOO) on the whole of the LOROL network. We note that at an initial meeting with the LOROL senior management held yesterday at Overground House and led by their Managing Director, our Lead Officer & our General Secretary both argued in line with RMT policy that this union is completely opposed to the scrapping of the Conductor Guard grades and the implementation of DOO.

RMT Fully Opposed To Fingerprinting Of Workers

We note the report from our Regional Organiser and agree that our members should be empowered to refuse to book on using biometric systems.

We reiterate that we are completely opposed to fingerprinting and other biometric booking on
procedures, as these infringe on our members’ civil liberties and threaten jobs.

Accordingly, we instruct the General Secretary to immediately conduct a ballot of our members on this contract for industrial action short of strike, to a timescale that enables action to be taken from the date on which ISS attempts to impose this system.

Alstom Pay Deal

That we note the latest pay offer from Alstom, of 2.75% effective from 1 April 2013 and some changes in travel facilities. We instruct the Regional Organiser to seek improvements to this offer.

Reports and developments to be placed in front of us.LU Fleet branch and London Transport Regional Council to be advised.
