ISS Cleaners In Dispute Over Pay, Rosters & Fingerprinting

We note the report from our Regional Organiser, and accordingly declare this union in dispute with ISS on these matters, including:

  • ‘Bradford Factor’ attendance rules
  • new rostering, extending the unpaid break in the middle of the shift from 30 minutes
    to 45, 60 or even 75 minutes
  • biometric booking on, including for agency staff
  • non-payment of the increased London Living Wage until six months after the uprating

CBS Outdoor Bargaining Agreement

We note the report from our Regional Organiser, and note that our branch is discussing with our representatives a proposed draft bargaining agreement. In line with our Decision No.G309, 23 February 2012, the completed draft is to be placed in front of the GGC.

RMT To Investigate Tube Bosses Alteration To Long Service Awards

We note the correspondence from Transport for London and the report from our Regional Organiser. We instruct the General Secretary to obtain and place in front of us confirmation as to whether this new ‘consistent application’ of long service and retirement awards causes detriment to any of our members, and whether the sums of money involved have kept pace with the cost of living.

The union supports consistent application of policies across TfL, so long as this is on the basis of levelling-up of benefits to our members.

RMT Insists Cleaning Contractor Increases Pay In Line With London Living Wage

We note the report of the meeting of our ISS representatives and members which took place on 20 February 2013.

We are appalled that ISS is reportedly not paying the London Living Wage (LLW), having not increased it when the rate was increased. We insist that ISS increase its employees’ wages in line with the LLW uprate at the time that it is uprated, not six months later. We instruct the General Secretary to make urgent representations to ISS, its contracting company Tube Lines, that company’s owners Transport For London, and to the TfL Board, GLA and Mayor, and to seek press coverage on this matter.

Meeting Held As Power Services Return To LUL

We note the correspondence from LUL and the other material on file. We instruct the General Secretary to place a report of this meeting in front of us a report on the meeting that took place on 28 February, with recommendations for the way forward on this matter, and to ensure that our previous decisions are carried out.

RMT In Dispute As LUL Tries To Change Rules With Introduction Of New Trains

We note the report from our Trains Council representatives, and note the following issues regarding
London Underground’s new S stock:

  • the inadequate time allowance for the drivers’ train preparation
  • cross-line working by C&H drivers on the Metropolitan line under the new timetable to be introduced in May
  • the removal of train maintenance at Hammersmith depot and the impact of this on train movement
  • the length of time between drivers being trained and actually driving the new trains
  • the absence of Defective In Service Instructions (DISI) for the S stock

RMT Appalled By Tube Bosses Plan To Circumvent Agreed Negotiation Avenues

We note the correspondence from London Underground Ltd, and additionally the report from our representative and from our Regional Organiser.

We are appalled that LUL is attempting to circumvent our agreed machinery of negotiation through its ‘Engagement’ meetings. We believe that this will not encourage a more constructive working relationship and involvement as the company claims, but will reduce trust and remove important issues from our agreed, transparent and formal process.

We endorse the General Secretary’s instruction to our representatives not to attend these meetings.

RMT Appalled At Fingerprinting Plan For Cleaners

We note the report of the well-attended meeting of our London Underground / Tube Lines ISS representatives on 20 February 2013.

The meeting identified several attacks on working conditions in addition to pay issues:

  • ‘Bradford Factor’ attendance rules
  • new rostering, extending the unpaid break in the middle of the shift from 30 minutes to 45, 60 or even 75 minutes
  • biometric booking on, including for agency staff

RMT Alarmed At Possibility Of Redundancies At Mitie

CHANGES TO TERMS AND CONDITIONS AND POSSIBLE REDUNDANCIES – MITIE (TFL CONTRACT) (LUL/14/2)

“We note the report from the Assistant General Secretary and are appalled that fraud was committed in the compilation of the business case and that this employer intends to go ahead with redundancies anyway.

We therefore instruct the General Secretary to:-

  • Seek press coverage of this situation
  • Seek urgent legal advice on our options for putting a stop to these redundancies going ahead

Management Action On Jubilee Line Leads To Ballot For Joint Union Strike

We note the resolution from our Jubilee South branch, and the numerous problems being caused by management at North Greenwich and Stratford depots. Following thorough discussion with our representatives and in line with their expressed views, we instruct the General Secretary to ballot our train driver members at Stratford and North Greenwich depots for strike action, to a timescale that will enable co-ordinated action with ASLEF. A personal letter is to be sent to all members being balloted, strongly urging them to vote Yes.
