What is a National Executive Committee decision?
This article is an 'executive decision' which has been written by the RMT National Executive Committee. The National Executive is the union's governing body in between AGMs. Its decisions set out what the union will do on a particular issue.

We note the report from our Regional Organiser, and accordingly declare this union in dispute with ISS on these matters, including:
- ‘Bradford Factor’ attendance rules
- new rostering, extending the unpaid break in the middle of the shift from 30 minutes
to 45, 60 or even 75 minutes - biometric booking on, including for agency staff
- non-payment of the increased London Living Wage until six months after the uprating
We instruct the General Secretary to urgently prepare a ballot for industrial action, and to place this matter back in front of us on Tuesday 26 March with a recommendation on how to proceed with this ballot.
We note that this matter has previously been dealt with under LUL/15/10 CLEANING CONTRACT – TUBE LINES, and therefore merge these two files.
