Tube pay and conditions update for 2025

Dear Colleagues,

RATES OF PAY & CONDITIONS OF SERVICE 2025 - LONDON UNDERGROUND (LUL/0001)

Further to my previous Circular (IR/026/25, 22nd January 2025), the Lead Officer has met with our Level 2 IR Reps and Branch Officers and reports a consensus to include the following in our pay claim.

  • An above RPI pay rise to compensate for a real-terms loss of pay since 2020. The pay award should include a minimum uplift for all members earning less than £45K to assist lower paid grades meet the rising cost of living.
  • The reduction of the contractual working week towards a 32hr week. The detailed application of this reduction in working hours should be agreed within each function, with a view to ensuring more quality time away from the workplace and without damaging work/life balance in our existing rosters.
  • Enhanced payments for working over the Christmas/New Year period for those not already covered by existing agreements.
  • 100% of base pay to be pensionable for past and future service.
  • All apprentices to be employed on permanent contracts.
  • LUL Protection of earnings to apply to apply whenever an LUL member of staff is redeployed, within the TfL family, through medical process or organisational change.
  • TfL to seek an agreement with the Mayor to provide greater access to social housing for LUL staff, who are essential workers for London and its economy.
  • All out-sourced work to be brought in-house.

The National Executive Committee has taken the decision to submit this pay claim and to demand that there is no unnecessary delay to negotiations. I will keep Branches advised of all further developments.
