RMT Declares Dispute With LUL - Demands Agencies Brought In House

We note the report from our Regional Organiser, and the feedback from our branches. We endorse his view that an important principle is at stake and that London Underground members can be convinced to take a stand on this issue.

London Underground's continuing use and abuse of agency staff is seriously detrimental to LUL employees, as it undermines their opportunities to obtain and retain work and creates disruption in the workplace. We therefore declare a trade dispute with London Underground Ltd, demanding that it cease the use of agencies and offer permanent, direct employment to agency workers, including those formerly supplied by Trainpeople.

We instruct the General Secretary to prepare a ballot matrix of all LUL members, and to ensure that high-profile campaigning is carried out among these members in preparation for an industrial action ballot.

Should it be necessary to proceed with a ballot for industrial action, this is to be synchronised with the ballot on London Overground (LOROL).

Specifically, we instruct the General Secretary and Regional Organiser to:

  1. arrange a detailed campaign of workplace visits to include all major depots on the Underground, ensuring that each branch produces a short term plan to facilitate these visits.
  2. produce a 4pp A4 publication setting out clearly why the use and abuse of agency staff has a detrimental effect on the job security and working conditions of directly-employed staff, and to send this by post to all London Underground and London Overground members
