What is a National Executive Committee decision?

This article is an 'executive decision' which has been written by the RMT National Executive Committee. The National Executive is the union's governing body in between AGMs. Its decisions set out what the union will do on a particular issue.

These decisions can often be brief, and may be one of several passed over a period of time. To get a better understanding or find out more information about what the RMT is doing, speak to your rep or attend your branch or Regional Council meeting.

Victoria Line Drivers To Be Balloted For Strike

From General Secretary Bob Crow

I have received the following resolution from our Finsbury Park Branch

“Finsbury Park Branch notes that despite the efforts of our negotiators and assurances made by Victoria Line Trains Management a number of issues remain unresolved. In particular management are continuing to knowingly breach a number of policy and procedures. These include failing to hold meetings requested by members such as flexible working requests, grievance hearings and disciplinary appeal meetings. Unreasonably refusing requests for annual leave put in months in advance. Failing to properly review secondments as per policy. Breaching the attendance at work policy by way of counting items such as dependency leave towards disciplinary action and misusing phone numbers given by our members by not agreeing mutual contact arrangements with them as per the policy. Furthermore there have been instances of members being asked to breach the framework agreement outside agreed criteria and our reps are routinely being denied release from duty to deal with members’ issues. All of this amounts to a breakdown of Industrial Relations and this branch asks that a ballot for strike action of all our Victoria Line Train Crew Members is undertaken with immediate effect to redress these issues”

This matter has now been considered by the General Grades Committee which has made the following decision:-

“We note the resolution from our Finsbury Park branch, and share its strong opposition to the actions of Victoria Line trains management. Accordingly, we instruct the General Secretary to conduct a ballot for strike action of our Victoria Line driver members, to a timescale to be agreed with the branch. A personal letter is to be sent to all members involved explaining the issues and strongly urging them to vote Yes.

We remain available for talks to resolve this dispute. Developments to be placed in front of us. London Transport Regional Council, branches and London Underground trains representatives to be advised”

I am acting in accordance with the above decision.
