Command and Control Review - update

RMT General Grades Committee decision:

We note the correspondence from Tube Lines. We instruct the General Secretary to send a copy of this letter to our LU Engineering branch and relevant representatives, and to obtain reports from them on the ‘local consultation meeting’ referred to in the letter.

We further note the failure of other employers to respond to our correspondence on this matter, and instruct the General Secretary to send a follow-up letter demanding a response, and to arrange for the issue to be tabled at the next appropriate meetings with these employers.

Use of Fingerprint Machines and Vehicle Transport - Emcor Rail (LU Contract)

RMT General Grades Committee decision:

That we note the resolution from our LU Engineering branch and the report from our Regional Organiser, and our members’ strong objection to Emcor Rail’s attempt to undermine their civil liberties by using fingerprint technology for booking in and out and surveillance of our members by vehicle trackers.

Track Workers' Charter

RMT General Grades Committee decision:

We endorse the Track Contractors’ Charter drafted by our LU engineering reps to form part of our Rail Renewals forum, and instruct the General Secretary to ensure that it is printed promptly and in sufficient quantities.

We note that the Council of Executives has already agreed reduced-rate subs for these workers, and that the branch has an effective campaign plan. We look forward to a successful campaign to recruit to RMT, achieve recognition, and win improvements for these workers.

Transfer: Carillion to TfL

RMT General Grades Committee decision:

We note the legal advice regarding the problems that our Regional Organiser has experienced in obtaining information about this transfer. As recommended by our legal advisor, we instruct the General Secretary to make a formal request for disclosure of the minutes of all relevant meetings leading up to transfer. We also instruct the General Secretary to obtain from the Regional Organiser a report of any outstanding issues about which our members feel aggrieved.

RMT Pursues Issue of 'Command and Control Review'

General Grades Committee decision:

We note the correspondence from London Underground. We now have a little more information on this matter than previously, and note that the physical moves of the affected functions will not now commence until after the 2012 Olympic Games.

We note that discussion will take place at Service Control Functional and Health & Safety Councils this month. We instruct the General Secretary to:

LU 'Command and Control Review'

RMT General Grades Committee decision:

We note that London Underground has written to us announcing that it has completed a 'command and control review' which is to include ‘co-location’ of network control functions into one LU Control Centre, which we suspect may involve the forced relocation of staff. It has done this without any consultation with this union, and now has the cheek to offer only 'consultation' about the 'impact on staff' of these changes.

We note that this appears to affect staff in LU service control, Powerlink and Thales.

Thales Reps' Election

RMT General Grades Committee decision:

That we welcome the Senior AGS's report that Thales has agreed to hold the election for the vacant reps' position within 2-3 weeks. Should there be any indication that this timetable may slip, this matter to be placed back in front of us.

We refer this matter to our Southern Sub-Committee for further examination and report.
