RMT Rejects London Underground's 'Derisory, Inadequate' Olympics Offer

RMT General Grades Committee decision:

We note the offer from London Underground to operational staff of:

  • £100 depending on meeting ’Customer Satisfaction Survey’ targets
  • £15 per shift during the Games only (total of 4 weeks) to reflect changed working patterns. The target includes ‘staff availability’ on an Underground system which has seen dramatic staffing cuts over recent years.

We reject this derisory, inadequate offer on the following grounds:

  • The money being offered falls a long way short of an adequate reward for our members’ hard work during the Olympics period.
  • The £100 will not be paid unless the targets are met.
  • The £15 per shift amounts to only around £300, and this only for staff who attend throughout the 4-week period; those who have leave, sickness, assault etc will receive less or nothing.
  • There is no reward for the increased workload taken on by our members during the Games period.
  • The offer does not reward staff for work during the busy and demanding periods in the run-up to the Games or the period between the Olympics and the Paralympics.
  • The company is offering no reward to non-operational staff who do not ‘volunteer’ to work on stations.
  • The offer compares very unfavourably with other offers and agreements. eg. on Docklands Light Railway, Network Rail, London Overground.

RMT demands that London Underground table a serious offer that adequately rewards our members for their hard work. This should be a flat rate payable to all members in all grades, not dependant on ‘targets’, and applicable throughout the period of the Olympic and Paralympic Games. We further reiterate that RMT is not party to any separate agreement for drivers.

We do not believe that this is a serious, let alone final, offer from London Underground, and note that a further meeting has been scheduled for next Monday, 23 January, and that our Regional Council will discuss the issue on Thursday 26 January. Unless there is a significant improvement in this offer, RMT will seriously consider declaring the union in dispute over this issue.

We instruct the General Secretary to:

  1. immediately advise London Underground Ltd of our rejection of this offer.
  2. immediately advise all London Underground members by email and text of our rejection of this offer.
  3. publish the offer and this decision on the union’s website.
  4. seek co-operation with other trade unions in achieving a significantly improved offer.
  5. propose to LUL that any staff who work on LU’s infrastructure who face being laid off without pay during the Olympics are given priority for additional work that may be available during this period.
  6. obtain a report on the meeting due to take place on Monday 23 January and place it in front of the GGC on 24 January.
  7. produce a report tabulating the current offers from and agreements with all employers in the London Transport region, in time for distribution at the next Regional Council meeting.
