Dave Rayfield reported:
- Train Ops' campaign - targeting people transferring / being promoted into the grade - agreed to go ahead with campaign - team = Dave R, Derek B, Vaughan T, station rep (update: Malcolm Taylor has volunteered)
- Monthly recruitment days need to be revived

- should persuade TSSA station staff that shoudl join RMT when become driver
- get Fleet activists to talk to drivers
- lack of leavers' and joiners' lists to branches

- Metronet to cut £550k from cleaners' budget
- CBS Outdoor - managers' jobs lost
- LUL/TfL dispute - AGS decided strike dates not announced today; all ex-Metronet "at risk" staff now found jobs; meeting with GD on Thursday

Two proposals agreed:

- DR: In the event of an agreement being made, convene emergency meeting of Regional Executive to discuss, invite GS / GGC to explain
IMPLEMENTATION OF REGIONAL COUNCIL DECISIONS
- Fighting the BNP - agreed to order 10,000 badges from Upstream as per quote
- Reversing Privatisation - to submit to Council of Executives
RESOLUTIONS TO NEXT REGIONAL COUNCIL MEETING
- Swine flu - Jubilee South and East London Line branch - President ruled should not be taken as resolution at EC, but tabled to LTRC - agreed
- Mayor Johnson and 'chicken feed' - Jubilee South and East London Line branch - President ruled should not be taken as resolution at EC, but tabled to LTRC - agreed
- Economic crisis - LU Fleet branch - agreed as valid resolution to LTRC
- Assistant Regional Organiser - Neasden branch - agreed as valid resolution to LTRC
- JB proposed amendment from Executive Committee: Delete "assistant", insert "second"; delete "appointed", insert "elected"; delete "assist", insert "work alongside". This was agreed.
- Annual Leave monitoring of Trains Functional Council reps - Neasden branch - agreed as valid resolution to LTRC
- JB proposed resolution to be submitted by Executive Committee, Affiliation of branches with London Overground members - agreed to submit to LTRC
FINANCE
It was agreed to:
- submit an appeal to the Council of Executives against the General Secretary's decision to charge the Regional Council for the costs of the recent mailing organised by the RO.
- re-send the appeal for funds to branches
