Minutes of Train Grades Meeting, 30 September 2010

Meeting opened at 1445

Membership report

DO’H reported train grade membership stood at 1495. He circulated recruitment plan which was moved and passed. Discussion ensued on issues on North End of Northern Line and it was agreed to visit Golders Green between 1000 and 1400 on day of next Train Grades (28/10/10).

Second stage rep reports

G Pugh reported on broken rail issues on the Piccadilly Line with it taking all day to repair one at Wood Green. He went on to report on issues regarding the Jubilee Line and Met Line upgrades and on DISI issues. Noted.

D Rayfield reported on latest on proposed OEP rule changes. It was noted that the Director of Safety had moved away from endorsing the more outrageous proposals. He went on to report on a diluted training package and the fact that SPADs are on the increase. Debate ensued.

V Thomas reported on the fact that management plan to run a normal Sunday service on Boxing Day and there had been a failure to agree at an Ad Hoc TFC meeting. He went on to report on issues surrounding populating Harrow depot in December. Noted. He reported on TTAA rewrite and the fact that management are still claiming that there is a 250 driver over establishment around the combine. Management claiming over establishment of 56 on Vic Line and they want to use TTAA to displace drivers. He reported that the reduction in pool sizes was creating a false impression. Noted. He reported on rep number issues. Proposal that was put to TFC has been rejected by ASLEF and the matter has been referred to an Ad Hoc Directors meeting. Management are agreeing to allow a rep at Barking H and C but are insisting that a rep is lost from another area. Matter referred to C of E. Noted.

BO’D reported on I/ops issue (Lead Operator) which was discussed at Company Council. This was not agreed as it would facilitate a management function within the Train Grade. There was a failure to agree on the issue. Noted. He went on to report on staff travel issues with staff taxis being stopped for engineering works etc. It was still the prerogative of the local committees to discuss this and agree transport arrangements.

Line/Strike reports

NH reported that strike was well supported by station staff with many visitors to picket lines. Noted.

UM reported on Alstom dispute. Noted.

B McM reported on need for pro formas in the dispute and there was debate around the “3 stations closed in a row” rule.
