What is a National Executive Committee decision?

Victoria Line Drivers Take Action Over Safety

RMT GGC decision:

Following the ballot result for action short of strikes in pursuit of this dispute, and following consultation with our reps and branch, we instruct our members involved in this dispute, from 00:01 on Thursday 5 May:-

  1. NOT to recognise the imposed sensitive edge door procedure and to work the previous safer instruction. i.e. go back to the carriage concerned and physically check the cause of activation.
  2. NOT to sign for the new Defective In Service Instruction (D.I.S.I.) handbook and not to recognise this as a condition of service and to work to the previous D.I.S.I. book.
  3. NOT to accept and sign for any training booklets/handouts which are delivered as a result of the Victoria lines upgrades training, a process which has not been validated at a competence assurance level.
  4. NOT to operate trains to incorrectly positioned block marker boards until every block marker board is sighted correctly and agreed with our representatives.
  5. NOT to shunt trains into and out of sidings unless in protected manual mode.
  6. NOT to move any trains in a bi-directional move on the same piece of track.
  7. NOT to move any trains from any sidings using plungers. But contact the Service Controller for authority to proceed.
  8. NOT to undertake station staff duties such as helping to close the doors on platforms.
  9. NOT to drive trains into sidings with cleaners on board.
  10. NOT to accept any reformations unless they are in writing including the duty, train number, time of pick-up, date and the signature of the Manager.
  11. NOT to allow any manager to conduct any interview with you whilst you are in passenger service.
  12. NOT to write a memo unless you are excused from part of your duty to write such a memo in an appropriate place away from passenger service.
  13. NOT to volunteer for any overtime and to abide by all other aspects of your contract of employment, including the trains framework agreement and any other relevant agreements.

We instruct the General Secretary to send a personal letter by post to all members involved in this dispute explaining this action and providing appropriate contact details for representatives and the branch secretary, and to ensure that representatives and officers attend the workplace to support members in taking this action and answer any questions. This matter to be placed back in front of us in the event of further developments.
