What is a National Executive Committee decision?

This article is an 'executive decision' which has been written by the RMT National Executive Committee. The National Executive is the union's governing body in between AGMs. Its decisions set out what the union will do on a particular issue.

These decisions can often be brief, and may be one of several passed over a period of time. To get a better understanding or find out more information about what the RMT is doing, speak to your rep or attend your branch or Regional Council meeting.

RMT Rejects Latest LU Pay Offer

RMT General Grades Committee decision:

We note the revised offer from London Underground. The only difference between this and the previous offer is that it includes a minimum pay rise of 2% for years 2 to 5. Although this is welcome, and addresses one of our grounds for rejecting the previous offer, it does not address our other objections, which are as follows:

• The offer of 5% for this year is still below the February RPI figure of 5.5% and is thus a real-terms pay cut.
• The offer does not include a flat-rate minimum figure for the pay rise for this year or subsequent years, which would benefit lower-paid grades.
• The offer does not seriously address our claims for improved working conditions, such as reduced hours or equal travel facilities.
• At five years, the offer covers too long a period of time.

Our refusal to accept previous, lower offers has led to slight improvements in LU's offer. We will continue to seek improvements. We reject this offer.

We instruct the General Secretary to:
• write to the company advising our rejection of its offer; inviting LU to make an offer worthy of being put to our membership; and urging LU to offer an above-inflation rise for this year, so this can be paid to our members promptly while discussion on future years continues
• send a letter to all LU members advising them of our stance
• ensure that a urgent meeting is held with the other trade unions within seven days to co-ordinate our approach.
• place this issue back in front of us following the members’ meeting organised by the Regional Council for Thursday 15 September, with a report of that meeting.
