We note the report from our lead officer.
We believe that the actions of LOROL (London Overground) in using STM to provide these staff rather than employing them directly is seriously detrimental to LOROL employees, as it undermines their opportunities to obtain and retain work and creates disruption in the workplace. We therefore declare a trade dispute with LOROL, demanding that it take into direct employment our members currently employed by STM in this work. We instruct the General Secretary to prepare a ballot matrix of all LOROL members, and to campaign among these members in preparation for an industrial action ballot.
Reports and further developments are to be placed in front of us. Branches and Regional Councils to be advised.
