Notes from Regional Council Executive, 9 March 2010

PRESENT: Adrian Rowe, Clara Osagiede, Gary Lazell, Malcolm Taylor, Paul Jackson, Will Reid, Pat O'Brien, Andy Littlechild, Chris Carroll, James Wong-McSweeney, Carol Foster, Glenroy Watson, Adrian Finney, Vaughan Thomas, Janine Booth. IN ATTENDANCE: Steve Hedley (Regional Organiser), Olly New (Executive member), John Moloney (PCS), Josie Toussaint-Pinnock, Claire Reilly APOLOGIES: Linda Wiles, Paul Rutland, Ross Marshall, John Kelly, Lewis Peacock, Steve Reeley, Tony Gandolfi, Dave Rayfield

John Moloney (PCS) addressed the meeting about the strike action taking place yesterday and today, discussed the possibility of co-ordinated action, and received the warm support of the meeting.

INTRODUCTIONS

Vaughan welcomed newly-elected members of the Executive. James introduced himself and outlined initial plans for young members' organisation. Janine recommended that time be made available at meetings for individual officers to give reports. Agreed.

RECRUITMENT AND ORGANISATION

In Dave's absence, Janine reported on the outcome of the earlier meeting on recruitment and organisation, in particular, plans for:

  • Dave to discuss with Regional Organiser what to do about branches not participating
  • branches to elect a membership secretary and give contact details to Janine and Dave
  • monthly bulletin from LTRC to branches on recruitment & organising, and other issues
  • amending membership details of staff who move grade/location
  • publicity ideas eg. Becky to calculate what members' pay would be now if RMT had accepted management's first offer in each pay round - compare to what we are paid now because the union fights
  • printed materials training for workplace reps, Tuesday 30 March, 10:00-15:00
  • recruitment & organising day, Monday 29 March, from 10:00
  • to be followed by first meeting of defend stations jobs committee in the afternoon
  • next recruitment & organising team meeting, Tuesday 8 June, 13:00, Unity House

The proposals of the meeting were agreed.

Additionally, it was agreed to fund the prodution of a level one reps' pack (Malcolm); and make the pack available electronically too.

Janine reminded the meeting of this week's training workshops.

Steve reported that he was now requiring level 2 / tier 2 reps to submit weekly reports on their recruitment activities.

REFERRED ITEM

TfL no.1 branch's resolution that we purchase a light box timer was unanimously defeated.

NEXT REGIONAL COUNCIL MEETING

The following resolutions from branches were accepted onto the agenda:

  • Stolp TfL selling off LUOH - TfL no.1 branch
  • PTAC (privilege travel) - LU Engineering branch
  • Adverse weather conditions - LU Engineering branch
  • New LUL grievance procedure - Hammersmith & City branch, Jubilee South & East London Line branch

Janine proposed that in order to improve comfort at meetings, we set up tables for delegates and provide refreshments. Provision of refreshments was agreed; setting up tables left for further discussion.

COUNCIL OF EXECUTIVES / REGIONAL ORGANISER REPORTS

Olly reported on:

  • Network Rail ballot result, due on Thursday
  • Defend Public services demonstration
  • demonstration in Lille
  • TfL: GGC to consider accepting pay tomorrow
  • £5 minimum: very close to being ready to start ballot
  • TubeLines: GGC to consider request for ballot tomorrow
  • DLR referendum result: accept pay
  • DLR: ballot to take place on issues concerning 3-car trains
  • Tetra: union to conduct survey
  • Diane Abbot resolution - RMT writing to John McDonnell to clarify facts
  • RMT to hold demonstration in May re reopening of East London Line as part of London Overground

Malcolm supplemented the report with information on £5 minimum ballot and membership matrix.

Steve reported on:

  • failure of some branches to deliver on recruitment & organisation eg. staff lists
  • London Overground pay
  • TfL: personal letter of thanks to all strikers
  • increase in assaults arising from £5 minimum
  • email from English Defence League GLBT organiser = RMT member, DLR
  • complaints from Unite rep at Neasden depot
  • Unite signing single-union deal at new London Overground engineering depot at New Cross Gate

Questions/points:

  • Rumour that LUL wants to meet unions because "can't afford" pay deal year 2 - reply: no contact from management
  • New LGBT officer's plans
  • Branches with London Overground members: affiliation to LTRC - reply: Olly to pursue: way forward may be creation of London Overground branch
  • Central Line cleaners' transfer to Initial
  • TUC Black Workers' Conference delegation - reply: Janine has written to GS; Olly pursuing

DECISIONS OF LAST LTRC MEETING

  • Recruitment & organising plan - Janine reported: submitted to General Secretary, who confirmed £6,500 paid into our account; implementation discussed at earlier meeting
  • Amended standing orders - Janine submitted to General Secretary, awaiting response
  • Grades committees - Janine gave letters to secretaries outlining policy
  • New affiliation fee - Janine notified General Secretary, awaiting response
  • Train reps' numbers - Vaughan has submitted for discussion at next Trains Council meeting
  • Train grades organisation - Will confirmed that this is being carried out
  • TFC agreement 2009 - Vaughan reported that at every opportunity, RMT reps will state the union's opposition to this agreement and to job cuts carried out under the pretext of it
  • General Election candidates - Janine submitted this to the General Secretary the morning after the Regional Council meeting, but it was not included on the Executive agenda the following week, which became inquorate anyway - next Executive not until 30 March - Janine suggested requesting earlier Executive meeting as this issue is pressing
  • Special meeting on General Election candidates - agreed to write to branches asking if they would like to put forward names of any candidates they would like to propose supporting, and if any names come forward, to hold a specail meeting as part of the next LTRC meeting

CORRESPONDENCE

  • Young Members' Liaison Committee - apparently, if more than one nomination is received from a region, the Executive will consider expanding the Committee.
  • National Conference of Branch and Regional Council Secretaries - Janine to attend if practicable.
  • Trades Councils - agreed to follow up Bob Crow's letter to branches with a letter from Janine and Olly encouraging our region's branches to affiliate to trades councils and submit a model resolution on job cuts.
  • Canvassing for John McDonnell - Sunday 14 March
  • Apprentices - agreed that LUL's treatment of them is appalling - RO to request ad hoc Director's meeting re broken promises - also to investigate ways of exerting political pressure

OTHER BUSINESS

Agreed to purchase £2,500 enamel 'SOS: Staff Our Stations' badges @ around £1,440, to sell at £1 each.
