That we note the report from our Lead Officer and commend our Train Safety Council on the progress made so far on this serious matter.
We instruct the General Secretary to place an updated report back in front of the NEC upon any significant developments and/or prior to the November 2019 implementation date.

TUBE UNION RMT has announced strike action by Train Operators working on the Central and Victoria lines arising from a breakdown in industrial relations in two separate ongoing disputes.
Subject: BREAKDOWN IN INDUSTRIAL RELATIONS, TRAIN OPERATORS, VICTORIA LINE – LONDON UNDERGROUND
That we note the Lead Officer and our Negotiations Team have reviewed the lack of progress made by the company on this matter along with correspondence from the company which is unsatisfactory; and are recommending strike action should be called.
Accordingly; we instruct all affected members to take industrial action in the form of a strike by not booking on for shifts commencing between:

Spare Turns Meal Break Victory for RMT
The dispute on the Central line is paying dividends for drivers across the combine. Following a massive Yes vote for strike action the RMT has been in talks about a number of issues, one of which is the unsafe and unfair practice of forcing spare drivers to have 2 meal breaks. This would usually involve taking a break as soon as a driver signs on followed by 5.15 of work and then
another break followed by more work.
DOWNGRADING, A. MORGAN, TRAIN OPERATOR, NEASDEN TRAINCREW DEPOT - LONDON UNDERGROUND
Further to my previous Circular (IR/211/19, 23rd May 2019), where I advised that Brother Adrian Morgan had been downgraded to a CSA2, I am pleased to report that following a successful appeal, our member has now been reinstated to his substantive post as a Train Operator. The National Executive Committee has congratulated the Lead Officer, Representatives and Neasden Branch for their hard work in achieving this positive result
