What is a National Executive Committee decision?

This article is an 'executive decision' which has been written by the RMT National Executive Committee. The National Executive is the union's governing body in between AGMs. Its decisions set out what the union will do on a particular issue.

These decisions can often be brief, and may be one of several passed over a period of time. To get a better understanding or find out more information about what the RMT is doing, speak to your rep or attend your branch or Regional Council meeting.

and that further to our previous decision GWW 13th August 2013 we note the report from our Relief Regional Organiser (RRO) following the meeting with LOROL (London Overground Rail Operations Ltd.) management and the discussions had under the agenda heading “Avoiding Compulsory Redundancy”. We note that our reps and RRO fully support this union’s policy on the Role & Responsibility of the Guard and by entering into discussions with management were recognising and addressing the anxiety and the concerns of our Conductor Guard members in order to protect their interests should a “Plan B” be necessary.

In line with this union’s policy, and as stated in our previous decision, “we are determined to defend this essential role and will do everything within our powers to achieve this”, we therefore congratulate our Conductor Guard members for their continued support to this end and accordingly we instruct them;

  • to take 48 hours strike action by not booking on for any turns of duty commencing between 00:01 hrs. on Sunday 25th August 2013 & 23:59 hrs. Monday 26th August 2013.
  • to take action short of strike action by not working any overtime and not agreeing to any shift movement between 00:01 hrs. on Sunday 25th August 2013 & 23:59 hrs. Monday 26th August 2013.
  • Give full support to this strike action by convening and attending picket lines at Stratford, Willesden Junction and Gospel Oak conducting high profile demonstrations and distributing leaflets to the public in support of this campaign.

We also instruct the General Secretary to engage with the wider trades union movement including local trades councils and passenger groups and seek their support to organise weekday leafleting at various LOROL locations next week.

We further note that the attack on conductor guard jobs is an attack on all LOROL employees, and that the 12.5% cut to TfL funding makes further job cuts likely, for example in ticket offices. We therefore instruct the General Secretary to ballot all LOROL members for strike action and action short of strikes in support of this dispute.
