Job Cuts part 2: What's happening Where You Work?

Fleet
LUL is deliberately moving to a system of less frequent maintenance of the train fleet. They want us to make checks on equipment such as tripcocks far less often. Examinations have already been moved from every 14 days to 28 days, and management plan to change daily checks to once every 60 days, and have us check the new stock just every 60 days. They also plan to reduce Hammersmith depot to little more than a stabling yard, cutting jobs and displacing staff, and to use the introduction of new trains as a pretext to do away with long-established rosters and working practices.

These cuts will inevitably lead to more failures and risk to passengers and staff, but management only care about saving money. They plan to do that by cutting our jobs and reducing their wage bill.

RMT Pursues Issue Of Olympic Payment To Admin Grades

We note the correspondence from London Underground Ltd, which merely tells us the structure of 'rewards' for admin staff, not the level at which they were paid out in recognition of the extra workload during the Olympics.

We therefore instruct the General Secretary to write again to LUL, asking specifically: what opportunity it gave staff to nominate; how many nominations were received; and how many awards of each category were granted.

RMT To Discuss Release Arrangements For 'Level 2' Reps In Various Grades

We note the report from our Regional Organiser, that in practice, our level 2 and tier 2 reps for stations and revenue control (10 reps) and trains (6 reps) have full-time release; we note that additionally, there is a full-time-release representative for Upgrades for trains and for service control. In all other functions – engineering, fleet, MATS, and service control – level 2 and tier 2 representatives are released on an “as and when basis” which can amount to nearly full-time release in practice in some, but not all, cases.

Olympic Recognition and Reward At APD To Be Pursued Further And London Underground Administration Grades Reward To Be Reviewed

We note the correspondence from London Underground Ltd concerning the industrial action by our members in the Power and Electrical Department – APD Stations Group and the response from our representative. We instruct the General Secretary to reply to LUL, explaining that this matter is not resolved to our satisfaction, and to arrange the attendance of the relevant officer at further discussions with the employer.

London Underground Machinery Of Negotiation Review

We note the correspondence from London Underground, calling a meeting to discuss the process for conducting the review of the machineries. We instruct the General Secretary to ensure that the appropriate officer and representatives attend this meeting, and to provide them with copies of previous decisions on this issue.

We note that while this review was originally of the industrial relations and health & safety machineries, the correspondence from LUL now suggests that it covers other areas

Olympic Recognition and Reward Dispute

Despite reaching agreement over the Olympic payment arrangements we continue to have problems with the implementation of the agreement. Therefore all LUL members are instructed to take the following industrial action short of a strike.

LU Olympics Working: Update from ACAS Talks

At ACAS talks today, RMT stated that we wished to discuss with LU management how to deliver the staffing arrangements needed in all grades to provide London with the transport service it needs in order to make the Olympic and Paralympic Games a success. We stated that RMT believes that this can be achieved within the parameters of existing agreements, and would explain to LU management how this could be done, expecting management to consider these proposals and give its views.

Olympic Recognition And Reward – Transport For London

We note the report from our Regional Organiser. At ACAS yesterday (26 March), RMT made clear that in
order to proceed with talks we need a statement from management that no RMT members will be forced to break Framework Agreements. This has not yet been forthcoming from management, and until it is, all talks are adjourned.

RMT Rejects London Underground Olympics Offer

RMT General Grades Committee decision:

We note that a well-attended meeting of our London Underground representatives unanimously recommended rejection of London Underground’s Olympics offer, taking the firm view that any offer should be for all grades and that there should not be any changes to the rules governing working conditions set out in the Framework Agreements. We therefore reject London Underground’s offer.
