Representation in service control grades

Due to recent changes and anomalies in the representation of controllers/service managers within Service Control, this branch requests that the regional council adopts the following rule changes as a workable temporary arrangement until the time that the executive can produce a new set of rules.

As local representatives do not exist in the Controller/Service Manager grades within Service Control. The machinery permits local reps within the signaller grade and branch based elections would continue until this grade disappears.

  • We propose that any RMT member within Service Control can stand for the Functional Reps position (as the MATS model) furthermore to ensure each grade is represented adequately one seat is reserved for a signaller SO1 to SO3, one seat is reserved for a senior signaller SO4 and one seat is reserved for a controller/service manager SCL1, SCL2 or SM. Each reserved seat will need to be reviewed as the demographic of the grade changes.

Currently local H & S reps do not exist within the Service Control (Controller/Service Manager Grade) and the RMT are allowed one rep per Service Delivery Unit JNP, BCV and SSR. For example the JNP rep covers the Northern, Piccadilly and Jubilee this encapsulates four branches Picc and District, Camden, Neasden and Stratford, each branch should be able to nominate and vote for this position likewise the BCV and SSR will be covered by separate branches.

  • We propose that elections for H & S reps within the controller/service manager grade are conducted as Functional elections to ensure all members are represented at their respective branches.
